GOVERNMENT & INSTITUTIONAL ADVISORY

A peaceful nuclear programme.
A structured path forward.

THOR Energy helps governments and authorized programme sponsors organize the institutional, regulatory, technical, commercial, and financing work required to evaluate a civil nuclear energy programme.

Professional fees apply. Scope, deliverables, and fees are agreed before the study begins.

THE STRATEGIC QUESTION

Is the country ready to make an informed nuclear decision?

Selecting a reactor is only one part of a national nuclear programme. A government must also establish policy, law, an independent regulator, safeguards, safety and security systems, qualified people, emergency arrangements, waste and fuel strategies, suitable sites, grid readiness, procurement governance, and a credible financing plan.

THOR provides an organizing and coordination function so these workstreams can be evaluated together and translated into a practical sequence of decisions.

CIVIL NUCLEAR ENERGY ADVISORY

From national readiness
to international coordination.

THOR Energy supports governments considering peaceful nuclear energy programmes by helping organize the institutional, regulatory, technical, commercial, and financing pathway.

01

National framework

Support the government in organizing the policies, legislation, institutions, and independent regulatory capabilities needed for a peaceful civil nuclear programme, using the IAEA Milestones Approach as a reference.

02

Programme readiness

Coordinate workstreams for safety, safeguards, nuclear security, emergency preparedness, human resources, grid and site studies, environmental protection, fuel cycle, radioactive waste, financing, procurement, and stakeholder engagement.

03

U.S. government pathway

Help define and coordinate the required engagement with the U.S. Department of State, DOE/NNSA, NRC, and other competent authorities, including the frameworks that may apply to peaceful nuclear cooperation, technology assistance, and exports.

04

Government–industry interface

Serve as a coordination bridge between the requesting government, U.S. reactor and technology suppliers, specialist advisers, and potential financing institutions—from initial requirements through a structured project pathway.

THOR’S ROLE

Advisor, facilitator, and project coordinator.

THOR can support feasibility definition, institutional roadmaps, information packages, stakeholder coordination, manufacturer engagement, financing strategy, and the preparation and follow-up of applicable processes with specialist legal, regulatory, technical, and financial teams. Formal agreements, authorizations, licenses, and approvals remain the responsibility of the competent governments, agencies, applicants, and technology suppliers.

A PHASED ENGAGEMENT

Build readiness before committing to technology.

01

Government mandate & objectives

Clarify national objectives, authorized counterparts, energy-system needs, and the decisions the programme must support.

02

Gap assessment & roadmap

Assess available information against institutional, legal, regulatory, technical, human-capital, safeguards, safety, security, and financing requirements.

03

U.S. institutional coordination

Organize the engagement path with competent U.S. authorities and specialist advisers for cooperation, technology assistance, and export-control considerations.

04

Industry & financing pathway

Coordinate requirements with qualified U.S. technology providers and explore project preparation and financing alternatives appropriate to the programme stage.

POTENTIAL DELIVERABLES

A decision-ready programme file.

The exact scope and deliverables are defined with the authorized client and specialist team for each engagement.

  • Executive programme assessment and decision framework
  • Institutional and regulatory gap matrix
  • Phased roadmap aligned with the IAEA Milestones Approach
  • Stakeholder, agency, and responsibility map
  • Manufacturer engagement and information-request package
  • Preliminary project-preparation and financing strategy
CLEAR RESPONSIBILITIES

THOR coordinates.
Authorities decide.

THOR Energy is an advisory and project-coordination firm. It does not act as a nuclear regulator, licensing authority, government negotiator, reactor designer, legal counsel, lender, or guarantor of approval. Formal governmental agreements, authorizations, licenses, regulatory findings, procurement decisions, and financing approvals remain with the competent parties.

Confidential programme information is requested only after scope, responsibilities, confidentiality arrangements, and professional fees have been agreed.
